對AIS系統(tǒng)運(yùn)行管理的探討

[摘要] 船舶自動識別系統(tǒng)（AIS）是一種新型的船用助航設(shè)備，IMO MSC73會議已通過AIS強(qiáng)制性安裝議案。AIS是我國各級海事機(jī)構(gòu)指揮和保障船舶安全營運(yùn)的重要手段。雖然起步較晚，但是在保障人民生命財產(chǎn)安全方面發(fā)揮了重要作用。本文通過介紹AIS系統(tǒng),結(jié)合自己的航海實踐，在現(xiàn)有資料的情況下，找出AIS系統(tǒng)操作人員素質(zhì)及運(yùn)行管理上存在的問題，探討如何更好的利用AIS信息資源，并提出科學(xué)的AIS系統(tǒng)操作員錄用、培訓(xùn)體制，加強(qiáng)對AIS系統(tǒng)的管理，從而使AIS系統(tǒng)為我國的海事管理和航運(yùn)事業(yè)發(fā)展發(fā)揮更大的作用。

The discussion of the operation and the management of the automatic identification system (AIS)

[Abstract] The Automatic Identification System（AIS ）is a new assistant navigation equipment . IMO had passed the forced proposal of AIS installation for vessels on the meeting of MSC73. AIS is an important measure by which China Maritime Safety Administration at all levels safely guard the shipping safety. Though AIS started a little late, it plays an important role in saving lives and properties. Based on introduction of AIS system in this thesis, in conjunction with our own maritime practice, under the  circumstance of the existing data，some problems were found in AIS system  management and AIS operators' technology and knowledge。To discuss how to make use of  the information resources of AIS perfectly, and the scientific system of AIS  system operators' employ, training system and strengthen the  management of AIS system, so that the AIS system will play a greater role  in Chinese marine management and development of the shipping industry.
