水上交通事故調(diào)查中人為因素調(diào)查范圍的探討
摘  要
水上交通事故的發(fā)生在于人員方面、船舶方面和環(huán)境方面。人員的因素在水上交通事故的三個要素中的比例最大，也是最容易進(jìn)行改進(jìn)的一個方面。進(jìn)行水上交通事故調(diào)查，人為因素調(diào)查將是最主要的一個方面。在不斷發(fā)生的事故中，可以發(fā)現(xiàn)事故的因素是呈不同類型的變化，特別是人為因素變化最快。隨著人為因素的不斷變化，在水上交通事故調(diào)查中，就必須不斷的完善人為因素的調(diào)查范圍。

ABSTRACT
The maritime traffic accident occurrence lies in the personnel aspect, the ships aspect and the environment aspect. Personnel factors in maritime traffic accidents, the largest proportion of the three elements, but also the easiest to improve one aspect. Carries on the maritime traffic accident to investigate, the human factor investigation will be a most main aspect. In occurs unceasingly in the accident, may discover the accident the factor is assumes the different type the change, the human factor change is specially quickest. Along with the human factor unceasing change, investigates at the maritime traffic accident, must the unceasing consummation human factor field of investigation.
