摘 要
預算管理的發(fā)展經(jīng)歷傳統(tǒng)預算、績效預算、設(shè)計計劃預算、零基預算、全面預算等幾個階段，全面預算管理概念的提出也經(jīng)歷了預算、預算管理、全面預算管理這樣的演變過程。全面預算管理是企業(yè)以戰(zhàn)略為指導，為實現(xiàn)企業(yè)的經(jīng)營目標，對企業(yè)全部經(jīng)營活動過程所需資源進行合理的配置，以使企業(yè)整個的經(jīng)營活動處于受控狀態(tài)的管理機制。
本文通過對xxxx建筑公司預算方法的分析及選擇的論證，確定了公司采用彈性預算和滾動預算兩種方法進行預算編制，還通過對全面預算管理問題的總體設(shè)計，具體包括對預算管理的總體設(shè)計、預算組織體系的設(shè)計以及預算的編制、分析考評等設(shè)計，以此完善現(xiàn)代企業(yè)管理制度，建立科學化的預算管理體系，從而達到保持公司良好的運作秩序和財務狀況的目的。

Abstract
The development of the traditional budget management experience, performance budgeting, design budget plan, budget zero-base budget and overall budget several stages, and put forward the concept of overall budget management also experienced the budget, budget management, comprehensive budget management this process of evolution. Comprehensive budget management is the enterprise strategic guidance, and to achieve the business objectives, to the enterprise all business activities of the resources needed to process carries on the reasonable configuration, so that the entire enterprise business activities in a state of control management mechanism.
This article through to the ambitious construction company budget method analysis and demonstration of choice, and the company adopted a flexible budget and rolling budget two methods, but also by budgeting for comprehensive budget management problems, including the general design of specific to the budget management of the overall design, the design of the organization system and budget budget preparation, analysis, design, to perfect the assessment of modern enterprise management system, establish the scientific management of the budget system, in order to maintain the good luck.
