隨著現(xiàn)代企業(yè)管理模式的日趨成熟與規(guī)模的不斷擴(kuò)大,預(yù)算管理逐漸成為一種推動(dòng)企業(yè)發(fā)展的管理方式。企業(yè)預(yù)算管理是國(guó)外大中型企業(yè)所普遍采用的一種管理模式,也是被現(xiàn)代企業(yè)證明了的行之有效的管理系統(tǒng)。從微觀上看,它有助于企業(yè)管理效率和經(jīng)濟(jì)效益的提高,從宏觀上看,它更是有助于利用市場(chǎng)手段優(yōu)化社會(huì)資源配置。近些年來(lái),由于其理論和方法在應(yīng)用中的成功而被引入我國(guó),我國(guó)許多企業(yè)已經(jīng)實(shí)施了企業(yè)預(yù)算管理。
文章以xx電器板金廠為例,探討了如何開(kāi)展企業(yè)預(yù)算管理,如何使其產(chǎn)生預(yù)期的管理效益,研究了其存在的問(wèn)題并提出了相應(yīng)的措施。存在的問(wèn)題諸如:預(yù)算管理制度中的問(wèn)題,預(yù)算編制過(guò)程中的問(wèn)題,預(yù)算執(zhí)行過(guò)程中的問(wèn)題,預(yù)算追加調(diào)整過(guò)程的問(wèn)題和預(yù)算考核中的問(wèn)題。解決這些問(wèn)題的對(duì)策有:建立健全的預(yù)算管理制度,提高預(yù)算編制的準(zhǔn)確性,強(qiáng)化預(yù)算的執(zhí)行審定和檢查,限定預(yù)算調(diào)整的流程和規(guī)范預(yù)算管理的分析與考核。企業(yè)通過(guò)實(shí)施預(yù)算管理,促進(jìn)企業(yè)計(jì)劃工作的開(kāi)展與完善,減少企業(yè)經(jīng)營(yíng)風(fēng)險(xiǎn)和財(cái)務(wù)風(fēng)險(xiǎn);促進(jìn)企業(yè)內(nèi)部各部門間的合作與交流,減少矛盾與沖突;提供企業(yè)績(jī)效的評(píng)價(jià)標(biāo)準(zhǔn),便利考核,強(qiáng)化內(nèi)部控制。

Abstract
With modern enterprise matures and the constant expansion of the budget management is, as a kind of promoting the development of company management system. Enterprise budget management is widely used in large and medium-sized enterprises abroad that a management mode, is modern enterprise proved effective management system. From the micro perspective, it helps enterprise management efficiency and economic benefit increased, from macro point of view, it is to use market means optimize social resource allocation. In recent years, because of its theory and methods in the application of success and were introduced in China, our country many enterprises have implemented a enterprise budget management.
Based on the Fenghua electrical panels gold as an example, the paper discusses how to carry out enterprise budget management, how to make its produce the desired management benefit, the existing problems and puts forward some corresponding measures. Existing problems such as: budget management system, the problem of budgeting process, in the process of budget implementation, the supplementary budget adjustment process problems and budget examination problems. Countermeasures to solve these problems are: establish sound budget management systems, to improve the accuracy of the budget planning, strengthen the implementation of the budget examination and inspection, to limit budget adjustment processes and regulate the analysis and assessment budget management. Enterprise through the implementation of the budget management, and promote the development of enterprise plan to work with perfect, reduce the operating risk of an enterprise and financial risk; Promote the enterprise internal departments of cooperation and communication between, reduce the contradictions and conflicts; Provide enterprise performance eva luation criteria, convenient, strengthen internal control eva luation.
