摘 要
新疆是地處我國西北內(nèi)陸腹地的干旱區(qū)是我國典型的“ 荒漠綠洲 、 灌溉農(nóng)業(yè)”。水利基礎設施及其服務體系建設,對于水資源可持續(xù)利用和推進經(jīng)濟社會發(fā)展具有舉足輕重的地位和作用 。近年來,隨著農(nóng)村鄉(xiāng)(鎮(zhèn) )機構改革和科技推廣服務體制改革 ,新疆農(nóng)田水利建設和農(nóng)村基層水利服務體系建設逐步加強。 各灌區(qū)結(jié)合水管體制改革,積極穩(wěn)妥地組織開展農(nóng)民用水協(xié)會參與末級渠 系和灌溉管理試點工作 。同時不斷總結(jié)經(jīng)驗 ,穩(wěn)步推進,在灌區(qū)已初步形成“ 水管單位+農(nóng)民用水協(xié)會 ” 的灌區(qū)管理體制,為新疆基層水利服務體系建設管理改革創(chuàng)造了條件 。
本次研究大量收集了新疆地區(qū)的灌區(qū)自然狀況,灌區(qū)的水源的資料。從灌區(qū)的水利與農(nóng)業(yè)背景,得知了有關灌區(qū)水利條件及農(nóng)業(yè)的用水背景。對于新疆地區(qū)灌區(qū)明渠量測水現(xiàn)狀有了一定的想法。利用水位流量關系推流,分析出了明渠測流的原理。最后做出了新疆地區(qū)灌區(qū)明渠測流的實施技術方案。

ABSTRACT

The irrigation area with water pipe system reform, actively and steadily organize farmers participate in association with water level at the end of the drainage and irrigation management pilot work .Constantly sum up experience at the same time, steady progress in irrigation district has been initially formed "pipe unit + farmers association with water" irrigation district management system, for grass-roots service in xinjiang Service system construction management reform created the conditions .
The study in a large collection of the xinjiang region of natural environment of irrigation area, irrigation water data . From the irrigation area water conservancy and agricultural background, learned about the condition of water conservancy and agricultural irrigation area water background . For measurement of water flow in open channel irrigation area of xinjiang region status have a certain idea . Using the relationship between traffic flow, water level to analyze the principle of open channel flow out . Finally made the implementation of the open channel flow in the irrigation area of xinjiang .
