近幾年，歐盟頻頻對中國提起反傾銷指控，反傾銷的產(chǎn)品范圍不斷擴大，反傾銷稅率也一直增高。歐盟是已貿(mào)易保護為借口對華實施反傾銷措施最多的地區(qū)?，F(xiàn)今，中國已成為歐盟反傾銷措施的主要打擊對象。2006年，歐盟發(fā)起了迄今為止對我國涉案金額最大的一宗反傾銷案——對我國皮鞋反傾銷案。其中，廣東省南海市xx鞋業(yè)有限公司也涉案其中。2006年10月5日，歐盟結(jié)束了長達15個月的反傾銷調(diào)查后，對我國反傾銷案做出終裁，在今后兩年內(nèi)征收高達16.5%的反傾銷稅。受此影響，2007年4月以來一些歐洲鞋類品牌的經(jīng)銷商已經(jīng)陸續(xù)轉(zhuǎn)移訂單，尋找替代進口國。在此背景下，中國鞋企今后可能還會面對更多的反傾銷指控，這一形勢迫切要求我們對中國鞋企應對歐盟反傾銷的原因和策略進行思考[1]。

Nowadays, China already becomes European Union anti-dumping measure main part attacking a marriage partner. In 2006, European Union has initiated that the involved in the case amount of money is so far maximal to our country one Zong anti-dumping case opposing dumping case to our country leather shoes. Among them, Guang Dong province Nan Hai City gold shoe shoe job Ltd. also goes through case among them. European Union has ended strong point on October 5 , 2006, amount to 15 months of anti-dumping investigation queens , case has made the dumping duty cutting eventually , collecting within 2 years the days to come height to amount to 16.5% out to our country anti-dumping. By this effect, a few Europe shoe kinds brand dealer is changed an order form over the past April , 2007 already in succession , is sought the country who replaces entrance. That the Chinese shoe anxiously expects possibility the days to come here under background, is able to face more anti-dumping accusing, this one circumstances an urgent demand we anxiously expect cause and tactics answering European Union anti-dumping to Chinese shoe carrying out a thinking.
