黨的十六大以來，我國文化體制改革步伐加快，新聞出版事業(yè)發(fā)展勢頭正勁。在國務(wù)院辦公廳2003年下發(fā)的關(guān)于支持文化體制改革和支持文化產(chǎn)業(yè)發(fā)展的105號文件中，國家對報業(yè)的財政稅收、投資和融資、資產(chǎn)處置、工商管理和報紙價格等的限制進(jìn)一步放松，代寫管理論文新聞出版業(yè)的各項改革措施不僅受到業(yè)界普遍關(guān)注，也在業(yè)界得到了富有成效的實踐。目前，報業(yè)正處在傳統(tǒng)報業(yè)朝著面向未來的新型報業(yè)變革的過渡階段，未來3～5年，是中國報業(yè)發(fā)展、體制變革和機(jī)制創(chuàng)新的戰(zhàn)略機(jī)遇期。同時，從財務(wù)管理角度還應(yīng)清醒地看到，在報業(yè)蓄勢待發(fā)的戰(zhàn)略轉(zhuǎn)型過程中，還存在著一定的風(fēng)險。風(fēng)險管理作為一門新興的管理學(xué)科，近年來受到我國經(jīng)濟(jì)學(xué)界的廣泛重視,風(fēng)險管理職能、風(fēng)險管理循環(huán)體系、風(fēng)險控制和風(fēng)險決策手段等,正在逐步運用于管理的整個過程。
