摘 要
經(jīng)濟(jì)發(fā)展離不開(kāi)技術(shù)進(jìn)步,高校是技術(shù)進(jìn)步的主要推動(dòng)者,但是技術(shù)進(jìn)步不能只停留在理論上,技術(shù)只有在轉(zhuǎn)化為生產(chǎn)力時(shí)才具有價(jià)值,但根據(jù)張平對(duì)中國(guó)申請(qǐng)專(zhuān)利數(shù)前100名高校進(jìn)行的調(diào)研,高校專(zhuān)利申請(qǐng)數(shù)量呈上升趨勢(shì),轉(zhuǎn)化率卻在下降。目前,西方發(fā)達(dá)國(guó)家的科技成果轉(zhuǎn)化率達(dá)到50%-70%,美國(guó)和日本甚至達(dá)到了80%,而我國(guó)還不足20%,高校則更低。提高專(zhuān)利技術(shù)成果轉(zhuǎn)化率不僅是高校面臨的重要任務(wù),也是我國(guó)發(fā)展戰(zhàn)略的要求。2008年6月,國(guó)務(wù)院印發(fā)了國(guó)家知識(shí)產(chǎn)權(quán)戰(zhàn)略綱要,綱要提出的戰(zhàn)略目標(biāo)之一就是提高利用知識(shí)產(chǎn)權(quán)的能力,促進(jìn)自主創(chuàng)新成果的知識(shí)產(chǎn)權(quán)化、商品化、產(chǎn)業(yè)化,充分發(fā)揮高等學(xué)校、科研院所在知識(shí)產(chǎn)權(quán)創(chuàng)造中的重要作用。
影響高校專(zhuān)利技術(shù)成果轉(zhuǎn)化的因素很多,轉(zhuǎn)化方式的選擇和應(yīng)用直接影響高校專(zhuān)利技術(shù)成果轉(zhuǎn)化的成功率和收益率。因此本文以高校專(zhuān)利技術(shù)成果轉(zhuǎn)化方式為研究對(duì)象,結(jié)合江蘇省的特點(diǎn),分析江蘇高校專(zhuān)利技術(shù)成果轉(zhuǎn)化方式有效選擇的策略。本文首先總結(jié)了幾種專(zhuān)利技術(shù)成果轉(zhuǎn)化方式的優(yōu)點(diǎn)和缺點(diǎn),根據(jù)優(yōu)缺點(diǎn)分析其適用條件。然后對(duì)高校、專(zhuān)利技術(shù)成果進(jìn)行了相關(guān)分類(lèi),把高校按科研能力分為研究型大學(xué)、研究教學(xué)型大學(xué)、教學(xué)研究型大學(xué)和教學(xué)型大學(xué),并根據(jù)各種類(lèi)型大學(xué)的特點(diǎn)分析其適宜的成果轉(zhuǎn)化方式。把專(zhuān)利技術(shù)成果按成果的成熟度和收益率分為三個(gè)等級(jí),并分析了各個(gè)等級(jí)的專(zhuān)利技術(shù)成果適合的轉(zhuǎn)化方式。最后匯總分析不同類(lèi)型高校的不同等級(jí)的成果最優(yōu)的成果轉(zhuǎn)化方式。在此基礎(chǔ)上分析江蘇高校專(zhuān)利技術(shù)成果轉(zhuǎn)化的有效選擇,首先分析了江蘇高校的特點(diǎn),然后介紹了江蘇高校專(zhuān)利技術(shù)成果轉(zhuǎn)化的現(xiàn)狀,根據(jù)現(xiàn)狀總結(jié)江蘇高校專(zhuān)利技術(shù)成果轉(zhuǎn)化取得的成績(jī),同時(shí)探討了江蘇高校專(zhuān)利技術(shù)成果轉(zhuǎn)化中存在的不足及其成因。然后根據(jù)成果轉(zhuǎn)化方式有效選擇的目標(biāo)及標(biāo)準(zhǔn),對(duì)江蘇高校專(zhuān)利技術(shù)成果轉(zhuǎn)化方式的運(yùn)用提出建議,結(jié)合江蘇高校專(zhuān)利技術(shù)成果轉(zhuǎn)化中存在的問(wèn)題,從觀念、轉(zhuǎn)化方式選擇、政府政策、高校制度和組織機(jī)構(gòu)等方面探討江蘇高校專(zhuān)利技術(shù)成果轉(zhuǎn)化方式的運(yùn)用對(duì)策。最后以江蘇科技大學(xué)為例對(duì)本文研究?jī)?nèi)容做了實(shí)例分析。在分析現(xiàn)狀、取得的成績(jī)和存在問(wèn)題的基礎(chǔ)上探討了江蘇科技大學(xué)專(zhuān)利技術(shù)成果轉(zhuǎn)化方式的選擇方法及運(yùn)用策略。

Abstract
Economic development is inseparable from technology progress, colleges and universities are the main drivers of technological progress, but technological progress should not stay in theory, technology has value only when it’s transform into productivity. According to Zhang ping’s investigation and research about the top 100 colleges in China's patent application number, College patent applications Shows ascendant trend and conversion rate have fallen. now, Science and technology achievements conversion in western developed countries have reached 50% - 70 percent, the United States and Japan reached almost 80%, and China is still less than 20%.Improve patent achievements conversion is not only an important task of university faces, but also the development strategy requirements of China. In June 2008, the state council issued the national intellectual property strategy proposed strategy, a goal of this paper is to increase use of intellectual property rights, promote intellectualization, commercialization, industrialization, and give full play to the higher school and scientific research institutes in the create of intellectual property.
There are a lot of Influence factors of college patent achievements transformation way, selection and application of college patent achievements directly affected the success rate and yield. This paper summarizes several patent technology achievements transformation of the way the advantages and the disadvantages, according to analysis the advantages and disadvantages of the application conditions. And then classified the university, patent technology achievements, according to the relevant classification of university scientific research ability is divided into research universities, research-teaching university, teaching-research university and teaching university, and according to the characteristics of various types university for the analysis of the achievements transformation method.
