摘 要
中國共產黨農村黨支部委員會與農村村民委員會(簡稱村兩委)是我國農村兩個重要的村級組織，在村莊的經濟和社會發(fā)展中起著重要作用。然而，由于這兩個組織在性質、權力來源、合法性基礎、運行機制等方面的一些差異，導致“兩委”之間經常發(fā)生沖突。解決“兩委”之間的矛盾，形成村莊發(fā)展的合力是更好地實施村民自治、建設社會主義新農村的重要課題?；诖耍瑥拇鍍晌g的利益相爭、村干部素質不高、法律制度方面以及村支委和村委會的權力來源的不同等四個方面分析了農村“兩委”間的矛盾和誘因，在此基礎上提出處理“兩委”關系的思路。即：首先、從制度模糊性入手，修改相關的法律、條例，使制度規(guī)范化、明確化；其次、合理界定二者權力的界限:完善權力的法律授予機制；第三、提高村兩委成員素質，加強團結；最后、治理村兩委關系的根本保證：嚴格的法律責任追究機制。作為一項重要的制度，在發(fā)展過程中出現(xiàn)種種問題是在所難免的，相信在各界的努力下，村兩委關系問題一定能夠得到治理，村民自治事業(yè)一定能夠健康發(fā)展下去。

Abstract
The CPC branches and the village committees in rural areas (Cun liang Wei) are China's rural two important village-level organizations, plays an important role in the village of economic and social development. Because they have many differences in the nature, source of power, legitimacy basis, operating mechanisms, such as the difference, resulting in "two committees" between recurrent conflict. Solve the "two committees" the contradiction between the development of villages formed a joint force is better implementation of village autonomy, and building a socialist new rural important subject.
