【摘要】中國能源資源具有品種齊全、分布廣泛、總量豐富、人均較少等幾個(gè)基本特點(diǎn)。除煤炭資源外，石油、天然氣等非再生資源均需依靠外國資源才能滿足當(dāng)前和長遠(yuǎn)發(fā)展的需要。我國石油消費(fèi)總量在迅速增長，自給率迅速下降，而且石油進(jìn)口量中有一半是來自中東地區(qū)，一旦出現(xiàn)突發(fā)事件，就可能對(duì)我國經(jīng)濟(jì)持續(xù)發(fā)展造成的不利影響。加上自身建立能源儲(chǔ)備制度剛剛起步，遠(yuǎn)遠(yuǎn)低于90天基數(shù)要求。由此建立一個(gè)為我所用的長期安全穩(wěn)定的全方位多渠道的全球能源供應(yīng)體系，是保障國家經(jīng)濟(jì)安全和國防安全的主要物質(zhì)基礎(chǔ)。本文簡(jiǎn)述了海上油運(yùn)總量及主要航線，世界油運(yùn)咽喉要道不太平，以及進(jìn)口石油對(duì)國民經(jīng)濟(jì)發(fā)展的重要性，指出自主建立油氣多渠道、中長期穩(wěn)定供應(yīng)安全鏈網(wǎng)迫在眉睫，中國實(shí)施世界能源戰(zhàn)略核心問題是海運(yùn)供應(yīng)安全，同時(shí)加快中國全球油運(yùn)船隊(duì)建設(shè)，提高進(jìn)口油氣自承運(yùn)競(jìng)爭(zhēng)能力勢(shì)在必行。并提出建立石油戰(zhàn)略儲(chǔ)備，保證石油進(jìn)口運(yùn)輸，推動(dòng)我國油輪運(yùn)輸船隊(duì)的發(fā)展加強(qiáng)大型油輪碼頭的建設(shè)的相關(guān)對(duì)策建議。

【Abstract】The Chinese energy resources has the species well-found, distribute extensive, the total amount is abundant, the person is all and less a few basic characteristicses of etc..In addition to the coal resources, the not reborn resources of petroleum, natural gas...etc. all need to make use of the foreign resources and then can satisfy the demand of the current and farsighted development.The our country petroleum consumes the total amount in the quick growth, the self-sufficient rate descends quickly, and the petroleum import the quantity in have the half is to come from the region of middle east, once appear the abrupt affairs, possibility to our country the economy keep on develop bring the disadvantageous influence.Plus the oneself establishment energy storage system just start, far away below 90 days cardinal number request.Build up from here an is the long-term safety global energy supply system of the stable much more all-directions outlet that I use, is guarantee the national economic safety and national defense safety of main material foundation.
