信息資源的有效開發(fā)和充分利用已經(jīng)成為現(xiàn)代社會經(jīng)濟發(fā)展的重要推動力和取得經(jīng)濟成就的關鍵因素。在信息資源中，政府的信息資源是國家信息資源的重要組成部分。據(jù)統(tǒng)計，約占到全社會信息資源總量的80%。因此，加強政府信息資源的管理，綜合開發(fā)和有效利用政府信息資源，提高政府信息資源的利用率，對于實現(xiàn)政府信息化，提高政府的決策水平和工作效率，滿足社會的信息需求，有著十分重要的意義。本文對政府信息資源含義及主要內容進行界定,分析了我國政府信息管理的程序與方法,研究如何對政府信息的采集、加工、存儲、利用等環(huán)節(jié)進行有效的開發(fā)管理。最后針對我國政府信息資源管理中存在的問題,進一步提出了四條相應的對策措施。

Abstract
Nowadays, efficiently exploiting and fully utilizing information resources become a important driving force of social and economic development and the key ingredient of economic achievement. In the information resources, government's information resource is the country information resource important constituent. Statistics have indicated, approximately composes to the entire society information resources total quantity 80%. Therefore, strengthens the government information resources the management, the comprehensive development and the effective use government information resource, enhances the government information resource the use factor, regarding the realization government information, enhances the government the level of decision and the working efficiency, satisfies social the information need, has the extremely vital significance. This paper starts with the implication of the information resource management. Then, it has analyzed the our country government information resource management concrete work, in government link and so on information resources gathering, processing, memory, use carries on the effective management. Finally aims at the prominent which question in the government information resources management exists, proposed four concrete measures.

隨著我國信息化進程的深入, 信息資源已成為國家和地區(qū)高度重視的核心戰(zhàn)略資源，更是國家綜合競爭力的決定因素。而集聚全社會信息資源總量８０％的政府信息資源，直接關系到國民經(jīng)濟與社會發(fā)展的狀況和水平。因而，政府信息資源開發(fā)與管理的研究也就具有十分重要的社會意義和經(jīng)濟意義
