[內(nèi)容摘要]：在目前電子政務(wù)研究領(lǐng)域最主要的兩個概念是——電子政務(wù)與電子政府。電子政務(wù)的重點(diǎn)在于“政務(wù)”，即政務(wù)的電子化；電子政府的重點(diǎn)則明確在于“政府”的電子化，意味著政府組織、結(jié)構(gòu)相對于傳統(tǒng)政府體制的變革，甚至觸及整個政治體系的革新。把握兩個概念及其關(guān)系的關(guān)鍵在于兩者的范圍或發(fā)展的階段性。就我國實(shí)際而言，推廣電子政務(wù)實(shí)務(wù)和使用電子政務(wù)概念可能更具有現(xiàn)實(shí)意義。

【Abstract】: The most important tow concepts in the present E-government research area are the E-government and the electronic government. E-government's key point lies in “the government affairs”, namely government affairs' computerization; electronic government explicitly lies in “the government” with emphasis on the computerization, which means that the Official organization and structure are opposite in the traditional government system's transformation, even touches the entire political institution's innovation. There key to grasp these two concepts and their relations is their scopes or stages.
