摘　要　隨著全球經(jīng)濟(jì)一體化的快速發(fā)展和我國經(jīng)濟(jì)體制改革的深入，中小企業(yè)的發(fā)展越來越受到重視和關(guān)注。中小企業(yè)在擴(kuò)大經(jīng)濟(jì)總量、緩解就業(yè)壓力、拉動(dòng)民間投資、促進(jìn)市場競爭、推進(jìn)技術(shù)創(chuàng)新、促進(jìn)市場繁榮、保持社會(huì)穩(wěn)定等方面發(fā)揮了重要作用。但是，與大企業(yè)相比，中小企業(yè)整體實(shí)力較弱，抗風(fēng)險(xiǎn)的能力較差，在獲得資金、技術(shù)、人才和信息方面遇到的困難更大，在市場競爭中處于弱勢地位。因此，推動(dòng)和扶持中小企業(yè)健康發(fā)展已成為世界各國政府的一項(xiàng)重要工作，本文旨在研究日本成功的扶持政策和管理經(jīng)驗(yàn)，結(jié)合我國中小企業(yè)實(shí)際情況，提出一些政策和解決方案。

Abstract　With the integration of the global economy and the rapid development of China's deepening economic reform, the development of SMEs has been gaining attention and concern. SMEs has played an important role in the expansion of total economic output, ease employment pressure, stimulating private investment, promote competition in the market, and promote technological innovation, promoting market prosperity, and maintain social stability. However, compared with large enterprises, SMEs’ strength is weak, they are in a weak position, because of risk-resisting ability of the poor access to capital, technology, human resources and information encountered greater difficulty in market competition. Therefore, supporting SMEs and promoting the healthy development of the world has become an important government work. This paper aims to evaluate the success of Japan's support policy and management experience, and bring up some policies and solutions with the actual situation of China's SMEs.
