摘要 古往今來(lái)，每個(gè)人都離不開衣食住行。這四項(xiàng)活動(dòng)反映了最基本的民生問(wèn)題,也都昭示著經(jīng)濟(jì)的發(fā)展，而“行”則直接體現(xiàn)在交通方面。隨著我國(guó)城市化進(jìn)程的不斷進(jìn)行，農(nóng)村人口不斷涌向城市，城市交通擁堵問(wèn)題越來(lái)越嚴(yán)重。現(xiàn)如今，以北京、上海為首的經(jīng)濟(jì)商業(yè)區(qū)域集中的城市，交通擁堵已經(jīng)成為一種普遍現(xiàn)象。交通的目的是快捷方便，如何治理城市交通擁堵問(wèn)題已經(jīng)成為眾多城市發(fā)展過(guò)程中的難題。
某市作為長(zhǎng)江三角洲北翼中心，是上海經(jīng)濟(jì)圈和南京都市圈的節(jié)點(diǎn)城市,也存在交通擁堵現(xiàn)象。交通擁堵問(wèn)題不僅影響了城市正常的生活秩序，也給城市的政治經(jīng)濟(jì)文化發(fā)展再來(lái)影響，阻礙城市的發(fā)展。因此，解決某市中心城區(qū)交通擁堵問(wèn)題刻不容緩。
本文將從我國(guó)城市交通擁堵的成因出發(fā)，通過(guò)分析城市交通擁堵的產(chǎn)生機(jī)理，研究了交通擁堵各類成因的特點(diǎn)。在此基礎(chǔ)上引入物理-事理-人理（WSR）系統(tǒng)方法論,構(gòu)建交通擁堵WSR對(duì)策模型。然后基于城市交通擁堵模型，提出了基于物理-事理-人理的交通擁堵對(duì)策建議。研究結(jié)果表明，WSR對(duì)策模型對(duì)解決城市交通擁堵的復(fù)雜問(wèn)題有良好的指導(dǎo)意義。

Abstract From ancient to modern times, everybody cannot do without basic necessities of life. These four activities reflects the most basic livelihood issues, also shows that the development of the economy, and the "transportation" is directly reflected in the traffic. Along with our country city turn progress continuously, rural population continues to pour into the city, urban traffic congestion problem is more and more serious. Nowadays, traffic congestion has become a common phenomenoneconomic and commercial areas in Beijing, Shanghai led central city. Traffic's aim is convenient, how to handle the city traffic congestion has become a problem during the development of many cities.
Zhenjiang is the north wing of the Yangtze River Delta Center and the node city Shanghai economic circle and Nanjing metropolitan area,also exist traffic jams. Traffic congestion not only affects the normal order of life of the city, but also to the political and economic and cultural development of the city , hinder the development of the city. Therefore, to solve the problem of traffic congestion in downtown of Zhenjiang brook is no delay.
In this paper,I will studiy the characteristics and forms of the various causes of traffic congestion based on the perspective of the causes of our city traffic congestion . Then introduce WSR Methodology (WSR) system and construct the traffic congestion WSR model. Then put forward the WSR traffic congestion countermeasure suggestions based on the Zhenjiang game countermeasure model. The results of the research show that the WSR model has a good guiding significance for complex problem of city traffic congestion.
