[摘要] 經(jīng)濟全球化的發(fā)展，使得技術(shù)標準化已成為企業(yè)提升產(chǎn)品競爭力、加速產(chǎn)業(yè)化進程、推動高新技術(shù)產(chǎn)業(yè)發(fā)展的重要工具。同時，技術(shù)標準化也成為各國發(fā)展本國貿(mào)易、提高產(chǎn)業(yè)競爭優(yōu)勢和國家競爭力的有效手段。自入世以來，技術(shù)壁壘已經(jīng)成為我國進出口貿(mào)易的主要障礙性因素，如何利用WTO貿(mào)易技術(shù)壁壘協(xié)定的相關(guān)條款維護自身權(quán)益，特別是促進高新技術(shù)產(chǎn)業(yè)創(chuàng)新能力成長具有重大意義。論文引入技術(shù)標準化和產(chǎn)業(yè)創(chuàng)新的相關(guān)理論，重點闡釋了技術(shù)標準化對產(chǎn)業(yè)創(chuàng)新的影響機理及路徑，得出了技術(shù)標準化能夠為產(chǎn)業(yè)創(chuàng)新提供動力、增強有效性、降低風險性并提供保障的結(jié)論。在分析我國高新技術(shù)產(chǎn)業(yè)發(fā)展現(xiàn)狀的基礎(chǔ)上，選取專利申請數(shù)量、技術(shù)標準存量、R&D經(jīng)費、R&D人員全時當量作為解釋變量，運用多元回歸模型分析了技術(shù)標準化對我國高新技術(shù)產(chǎn)業(yè)創(chuàng)新能力的影響，并據(jù)此從政府、企業(yè)；政策、技術(shù)；管理、研發(fā)等角度提出了發(fā)展對策。

The Impact Technology Standardization Have on Growth and Innovation Capacity of High-tech Industry in China
[ABSTRACT] The development of economic globalization strengthens ties between technology standard and economy. Standardization has become an important tool to promote the competitive power of proucts, speed up the process of industrialization, promote the development of high-tech industries. At the same time, technology standardization has become an effective means for the domestic trade to improve the industrial and national competitiveness. Since joining the WTO, technical barriers to trade has become the main obstacle to China's import＆export trade , it is of great significance to use WTO terms  on technical barriers to safeguard our rights and interests, especially for the promotion of the innovation capacity of high-tech industry. This paper introduced related theories of technology standardization and industry innovation, mainly explained the technological standardization of industrial innovation mechanism and the influence of the path, it is concluded that the technical standardization can provide power for industry innovation, enhance efficiency, reduce the risks, and provide assurance. Based on the development of hi-tech industry in China, we choose numbers of patent applications, technical standard stock, R&D expenses and full-time equivalent R&D personnel as explanatory variables to analyze the technology standardization impact on the innovation capability of high-tech industry due to the empirical analysis, then put forward the development countermeasures from different aspects such as government, enterprise, policy, technology, R&D and management.
