[摘要]伴隨著發(fā)達(dá)國家宏觀調(diào)控目標(biāo)的轉(zhuǎn)變、各國產(chǎn)業(yè)結(jié)構(gòu)的轉(zhuǎn)變、發(fā)展中國家地位的提高、發(fā)達(dá)國家對知識產(chǎn)權(quán)的過度保護，各國的政府愈來愈多的介入國際貿(mào)易和國際貿(mào)易爭端解決中來，外交與政治的因素在國際貿(mào)易中迅速增加。各國采取的貿(mào)易保護措施也更加復(fù)雜和隱蔽。新貿(mào)易保護壁壘不斷涌現(xiàn)，越來越多的貿(mào)易糾紛也隨之出現(xiàn)。這些新特點使各國解決貿(mào)易糾紛，促進國際貿(mào)易發(fā)展面臨更大的困難。這種新貿(mào)易保護主義對我國的外貿(mào)發(fā)展造成了嚴(yán)重影響。
因此，我們必須全面分析并充分認(rèn)識新貿(mào)易保護主義，這對于分析當(dāng)前盛行的各種貿(mào)易保護主義現(xiàn)象，研究新貿(mào)易保護主義的發(fā)展趨勢，應(yīng)對貿(mào)易保護主義糾紛有著積極的意義。
本研究從兩方面入手對新貿(mào)易保護主義的產(chǎn)生原因進行分析，一方面通過基礎(chǔ)理論分析，比較研究法，描述性研究法，定性分析法，文獻(xiàn)研究法等科學(xué)的方法，探索新貿(mào)易保護主義出現(xiàn)的理論淵源和新貿(mào)易保護主義與歷史上的貿(mào)易保護主義相比出現(xiàn)的新的特點；另一方面研究新貿(mào)易保護主義產(chǎn)生的必要的政治經(jīng)濟環(huán)境，以政治經(jīng)濟環(huán)境為重要切入點來分析新貿(mào)易保護主義產(chǎn)生的政治經(jīng)濟原因，新貿(mào)易保護主義的具體實施手段，并對其進行經(jīng)濟學(xué)分析，再結(jié)合我國具體情況，從宏觀和微觀上提出我國政府和企業(yè)的應(yīng)對政策。

Research on the New Trade Protectionism under the Background of Economic Globalization

[ABSTRACT] With the change of developed countries' macro-control goals, change of many countries' industrial structure, the improvement of developing countries' international status and over protection of intellectual property in developed countries, a growing number of governments involved in international trade and dispute resolution, the political and diplomatic factors in international trade increasing rapidly. Trade protection measures taken by States are more complex and concealed. Endless variety of new protectionist barriers to trade, which led to more and more trade disputes. These new features enable countries to resolve trade disputes and promote the development of international trade face greater difficulties. This new trade protectionism makes serious implications on China' s foreign trade development .
Therefore, we must be fully analyzed and fully understand of the new trade protectionism, which for the analysis of the current preva lence of various trade protectionism, research it's development trends and against trade protectionism dispute has a positive effect.
In this study, two ways is used to analyze the generate of new trade protectionist reasons. On the one hand we use theoretical analysis, comparative study, descriptive study, qualitative analysis, and literature research, try to explore the theoretical origins of new trade protectionism and new features when it is compared with the trade protectionism in history; on the other hand we do studies in necessary political and economic environment to new trade protectionism, we use political and economic environment as an important entry point to analyze political and economic reasons in new trade protectionism, and specific means to implement the new trade protectionism, do some related economic analysis ,combined with China's specific situation, put forward the government' s and corporate' s countermeasures in macro and micro way.
