摘 要
本系統(tǒng)即個人所得稅代扣代繳系統(tǒng)包括扣繳義務人端和稅務端兩部分。其中扣繳義務人端由本次單獨開發(fā)，而稅務端在大征管系統(tǒng)中統(tǒng)一解決開發(fā)。個人所得稅代扣代繳系統(tǒng)(扣繳義務人端)主要包括：基礎信息登記管理、工資薪金管理(為小企業(yè)提供工資管理軟件)、《支付收入明細表》、《扣繳個人所得稅報告表》、申報、打印代扣代繳稅款憑證、扣繳義務人統(tǒng)計查詢、輔助工具。
本系統(tǒng)以先進的計算機和網(wǎng)絡技術，不僅完善和加強了個人所得稅的征管，還為扣繳義務人提供方便快捷的計稅報稅工具，為稅務機關提供全面準確地基礎數(shù)據(jù)資料，促進了個人所得稅科學化、精細化的管理，提高了個人所得稅征收管理質(zhì)量和效率，完善了個人所得稅征管信息化建設；同時也大大減少了個人所得稅的流失，為國家稅務事業(yè)做出貢獻。
本文介紹了個人所得稅代扣代繳系統(tǒng)的社會需求、開發(fā)背景、需求分析、實現(xiàn)設想、總體設計、詳細設計、系統(tǒng)實現(xiàn)、系統(tǒng)測試和安裝程序的制作，本個人所得稅代扣代繳系統(tǒng)采用了數(shù)據(jù)層、業(yè)務層和顯示層邏輯上獨立的三層企業(yè)架構，并且采用了各級獨占的數(shù)據(jù)庫使用模式，使得整個系統(tǒng)得邏輯清晰，模塊劃分明朗，功能實現(xiàn)順利。SQL2000+Delphi 7.0設計。

Abstract

In this thesis, social demand, the development background and the realization significance are specified first. Then design and implementation of the target system are illustrated with emphasis. In the part of system design, the whole scheme is proposed for the system realization target, the realization mentality and the system analysis; in particular, the function design and the database design of the system are depicted in detail. In the part of system implementation, methods are introduced about how to implement each module of the system. Finally, problems in testing the system and installation procedure of the system are presented.
