摘 要
人類文明邁進(jìn)二十一世紀(jì)新紀(jì)元，我們迎來(lái)了數(shù)字化信息時(shí)代，漸漸地改變著人們的工作、學(xué)習(xí)以及生活方式。計(jì)算機(jī)網(wǎng)絡(luò)、Internet扮演著越來(lái)越重要的角色。其核心的數(shù)據(jù)庫(kù)技術(shù)正在改變中國(guó)各個(gè)領(lǐng)域的管理模式，電子商務(wù)、電子政務(wù)進(jìn)入了和我們生活的方方面面，比如網(wǎng)上商店、網(wǎng)上銀行、網(wǎng)上辦公等。
銀行業(yè)信息化的發(fā)展，也將成為銀行業(yè)提高自身競(jìng)爭(zhēng)力的主要方式。銀行信息系統(tǒng)是銀行信息化建設(shè)中不可缺少的基礎(chǔ)設(shè)施與支撐環(huán)境，是銀行的整體形象、檔次和服務(wù)水準(zhǔn)的有力表現(xiàn)方式。為銀行強(qiáng)化內(nèi)部管理、提高服務(wù)質(zhì)量，減少工作中的差錯(cuò)，提供了可靠的技術(shù)手段和技術(shù)保障。
目前，銀行業(yè)的信息系統(tǒng)主要分為銀行內(nèi)部的辦公自動(dòng)化、業(yè)務(wù)的高效處理，和對(duì)外的網(wǎng)絡(luò)銀行服務(wù)，內(nèi)部的信息系統(tǒng)的建設(shè)幫助銀行減少成本，提高工作效率，提供了數(shù)據(jù)的準(zhǔn)確和安全的解決方案，而網(wǎng)絡(luò)銀行無(wú)疑將會(huì)逐步取代傳統(tǒng)銀行業(yè)務(wù)的運(yùn)作形式，成為銀行業(yè)務(wù)的主戰(zhàn)場(chǎng)。
本文主要討論的是銀行內(nèi)部信息系統(tǒng)的部分，和介紹實(shí)現(xiàn)“中國(guó)建設(shè)銀行上海分行龍卡網(wǎng)上代繳費(fèi)綜合管理系統(tǒng)”的方法和過(guò)程。
該系統(tǒng)基于大型數(shù)據(jù)庫(kù)，和采用業(yè)界先進(jìn)的C/S和B/S結(jié)構(gòu)，使用Java技術(shù)和MVC模式進(jìn)行一體化設(shè)計(jì)，充分實(shí)現(xiàn)數(shù)據(jù)的最小冗余和最大共享；組件式結(jié)構(gòu)，模塊之間可實(shí)現(xiàn)"積木式"搭配，適用于業(yè)務(wù)中不同階段的需求。嚴(yán)格系統(tǒng)權(quán)限管理，具有多級(jí)安全機(jī)制。系統(tǒng)安全穩(wěn)定，能夠不停機(jī)運(yùn)行。采用分布式處理，減少系統(tǒng)部署和維護(hù)的費(fèi)用，降低系統(tǒng)總體擁有成本。服務(wù)器操作系統(tǒng)采用當(dāng)今流行的Linux操作系統(tǒng)。客戶機(jī)采用Windows操作界面，操作便捷，易學(xué)易用。
系統(tǒng)實(shí)現(xiàn)代繳費(fèi)銀行業(yè)務(wù)的全部自動(dòng)化管理表現(xiàn)在，把原來(lái)的支行和辦理網(wǎng)點(diǎn)收集用戶信息 -> 匯總后交到分行 -> 由分行進(jìn)行數(shù)據(jù)的檢查和文件的生成-> 在把數(shù)據(jù)提供給電信、移動(dòng)等企業(yè) -> 實(shí)現(xiàn)代繳費(fèi)的業(yè)務(wù)，變?yōu)楦鱾€(gè)支行和辦理網(wǎng)點(diǎn)使用瀏覽器，通過(guò)銀行內(nèi)部的網(wǎng)絡(luò)，輸入數(shù)據(jù) -> 分行確認(rèn)并發(fā)送給企業(yè) -> 實(shí)現(xiàn)代繳費(fèi)的業(yè)務(wù)，大大簡(jiǎn)化了業(yè)務(wù)的中間環(huán)節(jié)，而且實(shí)現(xiàn)自動(dòng)化管理，減少了時(shí)間成本和人員成本，確保了數(shù)據(jù)的正確性。主要實(shí)現(xiàn)以下幾種功能：
（1）業(yè)務(wù)分網(wǎng)點(diǎn)辦理，減輕分行的業(yè)務(wù)壓力
（2）通過(guò)B/S代替部分C/S的，簡(jiǎn)化了系統(tǒng)升級(jí)和維護(hù)問(wèn)題
（3）數(shù)據(jù)存儲(chǔ)的安全性，采用了先進(jìn)的JAVA作為編程語(yǔ)言和先進(jìn)的Informix數(shù)據(jù)庫(kù)
（4）數(shù)據(jù)管理的合理性，對(duì)數(shù)據(jù)進(jìn)行了進(jìn)一步處理，滿足不同操作的需要

Abstract
In the new century, computer science affects all aspects of human being’s life, and changes our mode of work and study. As the Internet plays more and more important role in modern times, the key technology of it, Database technology is widely used in E-Business and E-Government Administration, such as shop in network, bank in network, office in network and so on.
The construction of Information system will be the important mission in the bank trade. In order to improve the strength of competition, banks all pay great attention to the construction of information system. Because the information system helps enterprises enhance internal management, improve quality of service, decrease the mistakes in work, and make the workers in different unit work in a term.
At present, the information system of banks mainly divides into internal transaction and external transaction. The internal transaction includes OA, highly effective operation. And external transaction includes all sorts of service of bank in network. The system helps cut down the cost and advance the work’s efficiency. So it’s no doubt that E-Bank mode will take the place of traditional bank mode as the main battlefield of bank’s competition.
This paper discusses the components of E-Bank’s internal information system, and introduces the develop method and process of the China Construction Bank Shanghai Brach Long Card Billing System.
This system bases on super database, and adopts advanced construction of C/S B/S.
Besides, it chooses Java as develop language and MVC as program Mode. Use the pack unit structure, in order to make the program in many ways when you need. We also choose the Linux as the server operation system to get better security, and choose Windows as the client operation system to make the manipulation convenient.
Formerly, the work flow is: each work station collect the information of customers -> hand in information to branch bank -> branch bank check the data and create the files -> send data to telecom and mobile -> complete the affair. Now flow changes to this: each word station submit the data in the web site -> branch bank check and send data to enterprises -> complete the affair.
