摘  要

隨著村民委員會組織法的頒布，村民委員會選舉在我國的逐步推行，全國60多萬個村民委員會現(xiàn)已基本實現(xiàn)了真正的民主選舉。在此過程中，賄選作為其一個“副產(chǎn)品”也隨之產(chǎn)生了，并引起社會廣泛關注。村民委員會選舉中賄選產(chǎn)生的原因是多方面的，主要有政治原因、經(jīng)濟原因、文化原因和社會原因等，其形式也是多種多樣的，有金錢賄賂、實物饋贈、利益承諾、請客吃飯和暗箱操作等。如今，賄選造成的危害日益嚴重，它破壞了鄉(xiāng)村的民主，制約了農(nóng)村經(jīng)濟的發(fā)展，擾亂了農(nóng)村公共秩序，挫傷了村民選舉的積極性等。針對賄選產(chǎn)生的原因及形式、危害，遏制賄選必須采用標本兼治的手段，在逐步減小其危害的同時，從其政治、經(jīng)濟、文化、社會等方面做到全面防范。

Prevent To "Election Bribery" Measures In The Village Committee Elections
ABSTRACT
With the village committee organization law was enacted，the village committee elections were implemented step by step in China, more than 60 million villagers committee has basically achieved a truly democratic elections. In this process, election bribery as a "byproduct" also will be produced and caused widespread social concern. The election bribery produce a variety of reasons in the village committee elections, mainly political reasons, economic reasons, cultural reasons and social reasons, with a wide variety of its forms, such as bribery money, gifts in kind, interest commitments, inviting guests to eat and the black box operation and so on. Now, the harm caused by election bribery more and more serious , it destroyed the village of democracy, hampering the rural economic development, disrupting the public order in rural areas, dampened the enthusiasm of the village election, and so on. The reasons for election bribery and forms, mischief, so curb election bribery must use the means of tackling both the symptoms and gradually reduce the harm, while its political, economic, cultural, and social aspects to comprehensive prevention.
