隨著我國社會(huì)主義市場經(jīng)濟(jì)體制改革的深入推進(jìn)和不斷完善，社會(huì)結(jié)構(gòu)、經(jīng)濟(jì)制度、就業(yè)方式以及人文觀念等都有了很大的變革，作為社會(huì)保障體系重要組成部分的社會(huì)醫(yī)療保險(xiǎn)制度改革也隨之進(jìn)入了一個(gè)新的發(fā)展階段。黨的十六屆三中全會(huì)提出了不斷完善基本醫(yī)療保險(xiǎn)制度、建立多層次醫(yī)療保障體系的要求。醫(yī)療保險(xiǎn)已經(jīng)成為社會(huì)關(guān)注的熱點(diǎn)。
