淺論新農(nóng)村建設(shè)中鄉(xiāng)鎮(zhèn)政府職能轉(zhuǎn)變

內(nèi)容摘要：鄉(xiāng)鎮(zhèn)政府作為我國政府系統(tǒng)的最低層級，直接面向基層，承擔(dān)者轄區(qū)內(nèi)各項政治、經(jīng)濟和社會事務(wù)的職能，在整個行政體系中占據(jù)著極其重要的地位，是“三農(nóng)”工作的直接領(lǐng)導(dǎo)者、組織者和推動者，是黨和政府聯(lián)系最廣大農(nóng)民群眾的紐帶和橋梁，是建設(shè)社會主義新農(nóng)村的重要組織力量。改革開放后，鄉(xiāng)鎮(zhèn)政府雖幾經(jīng)改革，但重組織生產(chǎn)與行政管理、輕公共服務(wù)與社會管理的職能一直沒能得到改觀，特別是稅費改革后，這種職能更加不適應(yīng)農(nóng)村新形勢發(fā)展的需要，嚴重阻礙了農(nóng)村市場化進程。因此，轉(zhuǎn)變鄉(xiāng)鎮(zhèn)政府職能，提高鄉(xiāng)鎮(zhèn)政府公共管理水平，全力打造服務(wù)型政府，推進社會主義新農(nóng)村建設(shè)，促進農(nóng)村社會和諧，對社會主義新農(nóng)村建設(shè)具有重要的意義。
