摘 要
十一五期間江蘇船舶產(chǎn)業(yè)快速發(fā)展，并取得了令人矚目的成就，江蘇船舶產(chǎn)業(yè)已成為全省裝備制造業(yè)的優(yōu)勢產(chǎn)業(yè)之一。船舶建造總量、產(chǎn)業(yè)規(guī)模均處于全國領(lǐng)先地位，已是全國乃至世界的重要造船基地之一。一個(gè)產(chǎn)業(yè)的發(fā)展僅有規(guī)模和速度而沒有完備的產(chǎn)業(yè)體系遠(yuǎn)遠(yuǎn)不夠。只有具備了科學(xué)完善的產(chǎn)業(yè)體系，才會(huì)有快速健康發(fā)展的基礎(chǔ)，才能有參與全球高端競爭的能力。目前，江蘇船舶產(chǎn)業(yè)的發(fā)展正處于由“大”到“強(qiáng)”轉(zhuǎn)變和產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的關(guān)鍵時(shí)期，加強(qiáng)和完善產(chǎn)業(yè)體系建設(shè)尤為迫切和重要。它對(duì)于優(yōu)化江蘇船舶產(chǎn)業(yè)經(jīng)濟(jì)結(jié)構(gòu)，轉(zhuǎn)變經(jīng)濟(jì)增長方式，提高核心競爭能力和可持續(xù)發(fā)展能力，引領(lǐng)產(chǎn)業(yè)發(fā)展主導(dǎo)地位，實(shí)現(xiàn)造船強(qiáng)省目標(biāo)具有十分重要的作用和深遠(yuǎn)的意義。然而，當(dāng)前對(duì)船舶產(chǎn)業(yè)體系的研究鳳毛麟角。鑒于此，深入研究船舶產(chǎn)業(yè)體系、探索構(gòu)建完整的江蘇船舶產(chǎn)業(yè)體系，對(duì)于促進(jìn)江蘇船舶產(chǎn)業(yè)發(fā)展具有重要的現(xiàn)實(shí)意義。
基于對(duì)產(chǎn)業(yè)體系理論的分析和研究，論文嘗試將產(chǎn)業(yè)體系理論引入船舶產(chǎn)業(yè)，并對(duì)區(qū)域船舶產(chǎn)業(yè)體系進(jìn)行了理論分析。首先總結(jié)和歸納了產(chǎn)業(yè)體系及船舶產(chǎn)業(yè)體系的研究現(xiàn)狀，界定了船舶產(chǎn)業(yè)體系的概念，闡述了船舶產(chǎn)業(yè)體系的特點(diǎn)，并且通過船舶產(chǎn)業(yè)鏈的分析來研究和構(gòu)建區(qū)域船舶產(chǎn)業(yè)體系；然后在分析江蘇船舶產(chǎn)業(yè)體系現(xiàn)狀的基礎(chǔ)上對(duì)江蘇船舶產(chǎn)業(yè)體系進(jìn)行評(píng)價(jià)：生產(chǎn)體系方面，運(yùn)用數(shù)據(jù)包絡(luò)分析法的技術(shù)效率、純技術(shù)效率和規(guī)模效率分別對(duì)生產(chǎn)體系的規(guī)模合理與否以及企業(yè)經(jīng)營管理水平等關(guān)鍵方面進(jìn)行評(píng)價(jià)；支撐體系方面，通過專家調(diào)查法對(duì)政策支持體系、技術(shù)創(chuàng)新體系和市場服務(wù)體系三方面進(jìn)行評(píng)價(jià)；最后針對(duì)評(píng)價(jià)結(jié)果相應(yīng)找出構(gòu)建江蘇船舶產(chǎn)業(yè)體系的實(shí)現(xiàn)路徑。
通過對(duì)江蘇船舶產(chǎn)業(yè)體系構(gòu)建的研究，豐富了船舶產(chǎn)業(yè)理論體系，促進(jìn)了江蘇船舶產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和優(yōu)化，推動(dòng)了江蘇船舶產(chǎn)業(yè)前進(jìn)的步伐，使江蘇船舶產(chǎn)業(yè)得到又快又好的發(fā)展。

Abstract
Jiangsu shipping industry developed at a rapid rate during the 11th five-year planning period and got brilliant achievement,Shipping industry had been one of the competitive industries in Jiangsu equipment manufacturing industry. Shipbuilding completions and industry scale all took the leading positions throughout the country. Speed and scale are not enough for the development of shipping industry and complete industrial system is necessary. Only have the scientific and complete industrial system can we made the industry grow rapidly and healthy and participated in the international competition. Jiangsu shipping industry has fallen on key times of growing stronger and upgrading. It is urgent and important to build and perfect the industrial system. The industrial system play a significant role in optimizing the economic structure of Jiangsu shipping industry, transforming the mode of economic growth, increasing core competency and sustainability, leading the development of shipping industry and achieving the objective of shipbuilding power. There are few research on shipping industrial system. In view of this, studying the shipping industrial system, and trying to find the way of realization of Jiangsu shipping industrial system carry important practical implication for the promotion of the regional shipping industry development.
Based on the analysis and research of Industrial System theory, the paper tried to introduce the Industrial System theory into regional shipping industry, and then conducted theoretical analysis on regional shipping industrial system. The paper first summarized and summed up the present situation of industrial system and shipping industrial system, defined the regional shipping industrial system, described the characteristics of regional shipping industrial system and build the regional shipping industrial system via industrial chain.On the basis of Status analysis of Jiangsu shipping industrial system, the paper eva luated the Jiangsu shipping industrial system from manufacturing and supporting system with Data Envelopment Analysis and Expert Mark method. Finally,the paper give the way of realization of Jiangsu shipping industrial system on the base of the eva luation results.
Doing research on Jiangsu Shipping Industrial System enriched the theoretical system of Shipping Industrial System, promoted and optimized Jiangsu shipping industrial structure adjustment, promoted the progress of Jiangsu shipping industry, so that Jiangsu shipping industry will be a faster and better development.
