摘 要

出口加工區(qū)作為我國政府設(shè)立的對加工貿(mào)易實行“控制增量、優(yōu)化存量、提高水平、規(guī)范管理”管理的海關(guān)監(jiān)管特殊區(qū)域，憑借完善的基礎(chǔ)設(shè)施、優(yōu)惠的政策以及便捷的通關(guān)，已經(jīng)逐漸成為規(guī)范加工貿(mào)易的示范區(qū)、出口創(chuàng)匯的重點區(qū)、高新技術(shù)產(chǎn)業(yè)的先導區(qū)，并在擴大就業(yè)、帶動周邊地區(qū)經(jīng)濟等方面發(fā)揮了積極作用。然而，出口加工區(qū)存在功能設(shè)置單一，企業(yè)入園條件嚴格等問題。因此，如何解決出口加工區(qū)所面臨的問題，繼而推進其實施跨越式發(fā)展是一項緊迫而又有實踐價值的課題。
本文主要圍繞北海出口加工區(qū)存在的問題展開分析，并結(jié)合實際情況提出了解決措施。全文分為四個部分:第一部闡述了出口加工區(qū)的概念，對其特點以及流程進行了描述；第二部分對北海出口加工區(qū)設(shè)立的原因、意義以及影響進行了分析；第三部分提出北海出口加工區(qū)存在的問題并分析了成因，通過分析可知，北海出口加工區(qū)在發(fā)展過程中存在招商引資難度大、產(chǎn)品增值率低、物流發(fā)展緩慢、政策優(yōu)勢減弱等問題；第四部分針對北海出口加工區(qū)存在的問題提出相對應(yīng)的解決措施

ABSTRACT

Export processing zone as a customs supervision special area which is established by our government to implement management of "control increment, the optimization, rising the level of the stock and standardized management" about processing trade has become standard of demonstration area, key areas of earning foreign exchange in export, and the pioneer area of high and new technology industry because of perfect infrastructure, preferential policies and convenient customs clearance, and plays a positive role on expanding employment and driving the surrounding areas’ economy . However, there are some problems of export processing zone like Single function and strict conditions about enterprise entering the area. Therefore, how to solve the problems faced by the export processing zone, and promote it to implement fast development is an urgent and practically valuable subject.
This paper does analysis focusing on the problems of the North Sea export processing zone, and puts forward the measures connecting with practice. The letter divides into four parts: The first part describes the concept of export processing zone, its characteristics and process; the second part analysis the reasons why set up North Sea export processing zone, the significance and influence; The third part puts forward the problems of the North Sea export processing zone, and analysis the causes. Through the analysis, we can conclude that there are many problems of the North Sea export processing zone like existing many difficulties in investment promotion, low product increment rate, slow logistics development, and Policy advantage becoming weak. The fourth part puts forward corresponding measures according to the issue in export processing zone of the North Sea.
