重慶市水資源綠色GDP核算的探討

摘要：將自然資源和環(huán)境因素納入國民經(jīng)濟核算，構(gòu)建資源、經(jīng)濟、環(huán)境，“三位一體”的綠色核算體系，是當(dāng)今人類社會和世界各國普遍關(guān)心的焦點問題，也是制定和實現(xiàn)可持續(xù)發(fā)展戰(zhàn)略最為重要的基礎(chǔ)工作。本文首先從環(huán)境污染給我國造成的巨大經(jīng)濟損失以及傳統(tǒng)經(jīng)濟理論同資源環(huán)境的沖突出發(fā)，闡述了水資源和綠色GDP的含義，強調(diào)了將自然資源中具有戰(zhàn)略地位的水資源納入綠色GDP核算體系的重要性，并在此基礎(chǔ)上揭示了建立綠色GDP核算體系對于促進經(jīng)濟增長方式轉(zhuǎn)變、保證國家思想和戰(zhàn)略貫徹實施的巨大作用。其次，進一步闡述了水資源綠色GDP的核算方法和相關(guān)計算指標(biāo)。分析并得出重慶市在水資源開發(fā)利用、管理和保護等方面所存在的，如水資源短缺、水環(huán)境日益惡化、水資源管理體制不順等問題。最后提出了對于水資源GDP核算，重慶市政府和企業(yè)分別所應(yīng)采取的積極對策。

Research to green GDP of water resource for Chongqing

Abstract: Of natural resources and environmental considerations into national accounts, and to build a resource, economic, environmental, "trinity" of green accounting system is in today's human society and the world are concerned about the focus, is the development and the achievement of sustainable development strategies based on the most important work. This paper from the environmental pollution caused by China's tremendous economic losses as well as traditional economic theory with the resources and the environment of conflict, water and expounded the meaning of green GDP highlighted the natural resources with strategic position of water into the green GDP system of the importance of accounting and on this basis reveals the establishment of a green GDP system in promoting the transformation of economic growth modes, accounting ensure national strategic thinking and implementation of the tremendous role. Second, further expounded on the water green accounting practices and related accounting index. GDP Analyze and draw in Chongqing water resources development and utilization, management and protection of the area, such as a shortage of water resources, deteriorating water environment, water resources management system is not smooth, and so on.
