基層央行在支持縣域經(jīng)濟發(fā)展中的作用

摘　要

中央銀行是一個國家金融體系中居于中心地位的金融組織或機構(gòu)，是國家最重要的宏觀經(jīng)濟調(diào)空部門，是現(xiàn)代金融的核心?？h域經(jīng)濟的發(fā)展離不開金融的支持，離不開人民銀行的支持。在設(shè)立銀監(jiān)會后，基層中央銀行的職能可以劃分為中央銀行職能、貨幣政策職能和支付清算職能。本文從中央銀行的職能出發(fā)，分析了我國農(nóng)村金融和縣域經(jīng)濟的現(xiàn)狀，并提出基層人民銀行如何應(yīng)用現(xiàn)有手段支持縣域經(jīng)濟發(fā)展，同時，也分析了其他各方對其的支持，特別是上級中央銀行對其權(quán)利的下放。最后，得出基層人民銀行應(yīng)充分應(yīng)用現(xiàn)有工具，同時上級行和其他各方也應(yīng)對其發(fā)揮作用進(jìn)行支持。

ABSTRACT

The Central Bank occupies the centre position of the financial organization in a national financial system, it is country's most important macroeconomy regulation and supervision department, it is a core of the modern finance. The development of the land economy in the county can not do without the support of the finance, can not do without the support of the People's Bank at local. Setting up china banking regulatory commission after the meeting , the function of the Central Bank at the basic level can divide into the function of Central Bank, monetary policy function and pay the function of clearing . This text proceeds from the function of the Central Bank, has analysed the current situations of the rural finance and the economy in the county of our country, and propose how the People's Bank at the basic level uses the existing means to support the development of land economy in the county, meanwhile, analyse other each side support in its too, especially to to transfer his right of higher level Central Bank. Finally, draw at the basic level the People's Bank should use existing tool fully, competent higher authorities have at the same time and other each side reply their function to support too.
