摘要：增加農(nóng)民收入是“三農(nóng)”問題的關(guān)鍵點，這關(guān)系著農(nóng)村社會福利水平的提高，關(guān)系著全面建設(shè)小康社會重要任務(wù)的實現(xiàn)。本文首先從農(nóng)民收入的產(chǎn)業(yè)來源對揚州地區(qū)近年來農(nóng)民收入的實際變化情況進行了實證分析。隨后從微觀和宏觀角度考察出發(fā)，著重選擇了影響農(nóng)民收入的可分析因素，剖析了影響農(nóng)民收入良性增長的原因。本文還試圖從人力資本的角度分析其與農(nóng)民收入之間存在的關(guān)系。最后，根據(jù)揚州地區(qū)實際情況和存在的問題，在可行研究的基礎(chǔ)上，為完成“農(nóng)民人均增收千元、全面奔小康”計劃，提出了當前保持農(nóng)民收入良性增長的求真務(wù)實的政策措施。

Abstract: To increase farmers’ income is the center of “three dimensional rural issues” (agric-farmer-village), because it relates to the improvement of the rural social welfare level and the realization of the important task of building an all-round well-off society. First of all, the paper makes a pragmatical analysis of the shifting on farmers’ income recently around Yang Zhou area, under the influence imposed by the industrial source of there income. And then, based from the investigation of both the micro and macro perspectives, this paper selectes emphatically the factors that influences farmers’ income and could be analyzed. This paper also attemptes to analyze the relation between human capital and farmers’ income. Finally, in order to finish the plan that " the growth of farmers’ net income per capita will be a thousand Yuan, and farmers will have an all-round well-off life", according to actual conditions and existing problem in Yang Zhou area, on the basis of feasible research, this paper presentes the strategical policies of “calling a spade a spade” that could keep the benign improvement of farmers’ income at present.
