隨著改革的深化，投資主體向多元化發(fā)展。工程造價(jià)管理關(guān)系到投資主體和承包商的經(jīng)濟(jì)利益，關(guān)系到整個(gè)市場的競爭規(guī)范化，建筑業(yè)勞動(dòng)生產(chǎn)率的逐步提高以及全社會(huì)的科技水平的進(jìn)步等一系列問題。目前我國的建筑工程造價(jià)管理遠(yuǎn)遠(yuǎn)落后于建筑業(yè)的快速發(fā)展形勢(shì)，工程造價(jià)管理體系中存在的許多深層次的問題嚴(yán)重制約著建筑業(yè)的發(fā)展。因此其改革理所當(dāng)然成為建筑業(yè)改革的核心問題。
