摘要：事務(wù)文書(shū)是指行政機(jī)關(guān)、企事業(yè)單位在工作中常常使用的應(yīng)用文書(shū)，是依法行政和進(jìn)行公務(wù)活動(dòng)的重要工具，同時(shí)也是行政機(jī)關(guān)、企事業(yè)單位布置檢查工作的重要依據(jù)。公安事務(wù)文書(shū)是公安文書(shū)的重要類(lèi)別之一，是指除公安行政文書(shū)外，各級(jí)公安機(jī)關(guān)日常工作中旨在管理和進(jìn)行溝通的文字材料，包括公安簡(jiǎn)報(bào)、調(diào)查報(bào)告、會(huì)議記錄、人物事跡材料、案例、計(jì)劃、總結(jié)以及講話稿等。目前按照總體來(lái)看，關(guān)于事務(wù)文書(shū)寫(xiě)作理論研究和實(shí)踐探索的文獻(xiàn)很少，而專門(mén)探討公安事務(wù)文書(shū)的文獻(xiàn)更是少之又少，多數(shù)研究停留在較為寬泛的分析概念以及提出模糊的建議層面上，對(duì)于實(shí)際案例的分析和探討則十分缺乏。本文將通過(guò)文獻(xiàn)閱讀總結(jié)事務(wù)文書(shū)寫(xiě)作的一些研究成果，重點(diǎn)關(guān)注公安事務(wù)文書(shū)寫(xiě)作的概念、分類(lèi)、問(wèn)題和基本策略，為后續(xù)研究打下基礎(chǔ)。

Shallow theory of public security affairs writing instruments

Abstract: transaction documents refers to administrative organs, enterprises and institutions is often used in the job application documents, is the important tool of administration according to law and conduct business activities, as well as administrative organs, enterprises and institutions arrangement inspection work of important basis. Public security transaction documents is one of the important category of police documents, it is to point to in addition to the public security administrative documents, public security organs at all levels in the daily work to management and communication of text materials, including public security briefing, investigation reports, meeting records, character deeds materials, case, plan, summarize and speech, etc. At present, in accordance with the overall, about transaction documents writing little theoretical research and practical exploration of literature, specially discusses public security affairs of literature documents are much rarer, most research stay on analysis of a broad concept, and puts forward Suggestions for the fuzzy level, for the actual case analysis and discussion is lack. This article through the literature reading to summarize the transaction documents writing some of the research results, focus on the concept, classification of public security affairs writing instruments, issues, and the basic strategy, lay the foundation for follow-up study.
