摘 要

隨著我國高等教育改革不斷深化，學校辦學規(guī)模不斷擴大，學校不穩(wěn)定因素增多，意外傷亡事故及其他各類安全事故也明顯增加，高校校園面臨各種安全問題，校園安全文化亟需建設。而對于校園安全文化的研究處于理論研究階段，校園安全文化建設面臨著評價體系缺乏，宣傳教育缺乏創(chuàng)新，沒有行之有效的安全文化發(fā)展脈絡等問題。
通過對安全文化的內(nèi)涵，高校安全文化的核心體現(xiàn)與特性的研究，了解到高校安全工作必須從事后處理的被動管理向以危險預測、控制與評估為重點的預防安全管理轉(zhuǎn)變，把理性的安全制度和非理性的安全意識有機地結(jié)合起來，才能構(gòu)成一個良好的安全文化建設氛圍。之后借鑒企業(yè)安全文化建設的相關要素和安全社區(qū)建設基本要求，結(jié)合大學校園自身特點編寫出了校園安全文化建設方案。方案中對安全知識和意識的提高，安全規(guī)章制度與安全硬件設施提出了詳細的建設內(nèi)容，具有一定的可實踐性，為高校校園安全文化建設提供了新的思路和方法。校園安全文化的建設就是將安全知識貫徹到學習的各方面，將安全管理融入學校整個管理的實踐中，將安全法規(guī)、制度落實在決策者、管理者和師生的行為方式中，將安全標準落實在教育教學過程中，由此，以保障師生員工生命安全與健康，促進校園正常生活秩序的穩(wěn)定運行。

Abstract

Along with the constant deepening reform of higher education in our country, the school scale expands unceasingly, the school increased instability, accidental injuries and other all kinds of accidents also increased significantly, the campus all sorts of security problems, so the campus safety culture construction is needed. And for the campus safety culture research in the theory research stage, the campus safety culture construction is faced with the lack of eva luation system, promote education lack of innovation, there is no effective safety culture development.
Based on the connotation of safety culture, safety culture in colleges and universities the core embodiment and characteristics of research, understand the security work of colleges and universities must be engaged in post-processing of passive management to risk prediction, control and eva luate prevention and safety management, with emphasis on the transformation, the rational consciousness of safety system and irrational organically, to form a good atmosphere of safety culture construction. After reference to related factors of enterprise safety culture construction and security community construction basic requirements, combining with the characteristics of the campus itself to write out of the campus safety culture construction scheme. Scheme to improve the safety knowledge and consciousness, safety rules and regulations and security hardware content, puts forward the detailed construction has a certain practical, for the university campus safety culture construction provides a new thought and method. The campus safety culture construction is to safety knowledge in all aspects of the study, the safety management in the entire school management practice, the security system of laws and regulations, implement the policy makers, managers and teachers' and students' behavior, safety standards implementation in education teaching process, thus, in order to ensure life safety and health staff and students, promote the stable operation of campus normal life order.
