【摘要】在全球氣候變暖、能源短缺、污染日益嚴重的國際背景下,發(fā)展以低能耗、低排放為標志的低碳經濟,實現(xiàn)可持續(xù)發(fā)展,正在成為世界各國經濟發(fā)展的共同選擇。低碳經濟是中國面臨的新選擇、新機遇、新挑戰(zhàn),是改善生態(tài)環(huán)境、推動經濟發(fā)展方式轉變的發(fā)展模式。高能耗產業(yè)作為能源消耗量最多、CO2排放量最大的部門，其未來發(fā)展路徑的正確與否直接影響到我國低碳經濟的效果與成敗。本文在前人研究基礎上,對基于低碳經濟的高能耗產業(yè)節(jié)能減排路徑做了較為系統(tǒng)的研究.。歷史數(shù)據(jù)是規(guī)劃發(fā)高能耗行業(yè)節(jié)能減排路徑的基礎，論文首先全面回顧了我國高能耗產業(yè)的發(fā)展現(xiàn)狀、分析了節(jié)能減排的潛力,明確了基于低碳經濟的高能耗產業(yè)節(jié)能減排路徑研究的現(xiàn)實起點，進而提出了相關的政策建議。然后以徐州市為例，通過收集徐州市高能耗產業(yè)的能源消耗的相關數(shù)據(jù)，分析高能耗產業(yè)的發(fā)展狀況，對其轉型研究給出相應政策建議。最后，研究結果表明我國高能耗產業(yè)在低碳發(fā)展的道路上已經有了很大的進步，但是要實現(xiàn)低碳發(fā)展還需要各部門的共同努力。

Strategy Research of Energy-intensive Industries Achieving Low Carbon Development
【ABSTRACT】Under the International background of global warming, energy shortages and worsening pollution, the development of low-carbon economy with low power consumption and lower emissions to achieve sustainable development is becoming common choice for the world economic development. Low-carbon economy is new choices, new opportunities and new challenges for China to improve the ecological environment and to shift the economic development mode. As a department with the largest energy consumption and CO2 emissions, the benign development of high energy consumption industry directly impact on the effectiveness of low-carbon economy. On the basis of previous studies, this paper conducted a more systematic study on the path of energy conservation and emission reduction in high energy consumption industry based on low-carbon economy. Historical data is the foundation of planning the path on energy conservation and emission reduction in high energy consumption industries firstly, this paper took a comprehensive review of the achievements and emission reduction in China's high energy consumption industry during the past years, and developed an analysis of the potential of energy conservation and emission reduction in high energy consumption industry, lastly determined a realistic starting point of planning the path on energy conservation and emission reduction in high energy consumption industries based on low-carbon economy. And then put forward the relevant policy recommendations. Afterwards, taking Xuzhou city as an example, through the collection of energy consumption data and analysis of current situation of the development of energy-intensive industries, this paper gives the corresponding policy recommendations for the transformation. Finally, the results show that the energy industry in China has made a b big progress on the way of low carbon development, but in order to achieve low carbon development, it also needs the joint efforts of all departments.
