摘 要
協(xié)商民主興起于20世紀(jì)后期，是對(duì)傳統(tǒng)民主危機(jī)的回應(yīng)和一種替代性的選擇。協(xié)商民主可以理解為通過政治共同體或成員之間，自由、平等地對(duì)話交流、妥協(xié)，就共同體利益達(dá)成共識(shí)的過程。強(qiáng)調(diào)普通公民的政治參與，核心在于協(xié)商和對(duì)話，而不是競(jìng)爭(zhēng)和對(duì)抗，是一種注重過程的民主形態(tài)。其特征表現(xiàn)為：協(xié)商參與主體平等性和自由性；協(xié)商參與主體范圍的多元性；協(xié)商的公共性和公開性；協(xié)商程序的制度性；協(xié)商參與主體必須富有理性和責(zé)任性。作為新興民主的理論與實(shí)踐，協(xié)商民主能夠彌補(bǔ)傳統(tǒng)民主的不足、培養(yǎng)公民責(zé)任感、促進(jìn)政府合法決策、控制和約束行政權(quán)力運(yùn)作。本文通過對(duì)協(xié)商民主的興起及其基本內(nèi)涵的分析，來了解其理論實(shí)質(zhì)，進(jìn)而就其本身和對(duì)中國政治實(shí)踐的意義進(jìn)行建設(shè)性的探討。

On the Connotation and Significance of Deliberative Democracy

Abstract
Deliberative Democracy,originated in the late 20th century, is a response and an alternative choice to the crisis of traditional democracy. Deliberative Democracy can be understood as a process that a consensus is reached according to the mutual interests by communicating and compromising freely and equally between the political community or between the members. It is a process-oriented form of democracy that stresses the political participation of ordinary citizens, lies in consultations and dialogue, rather than competition and confrontation. Its characteristics are: freedom,diversity and equality of the main consulting participants; publicity and openness in consultilation; institutionality of consulting process; reason and responsibility owned by the participants. As the theory and practice of the recently emerging democracy,Deliberative Democracy can compensate for the lack of the traditional democracy, cultivate civic responsibility, promote the legitimate decision-making, and control and restrain the operation of administrative power. This essay will be dovoted to a constructive discussion of the theory and its significance to the practice of Chinese politics by analyzing the rise and basic connotation of Deliberative Democracy to understand its theoritical characteristics.
