2008年全面爆發(fā)的全球金融危機， 正在演變成全球性的實體經(jīng)濟危機。此次金融風(fēng)暴，本質(zhì)上是美國模式市場經(jīng)濟治理思想的嚴(yán)重危機。美國馬薩諸塞大學(xué)教授大衛(wèi)•科茲指出，目前的美國金融風(fēng)暴，是資本主義一種特殊制度形式的產(chǎn)物，也是資本主義的新自由主義形式作用的結(jié)果。由于金融管制的解除，沒有了國家的密切監(jiān)管，資本主義的金融部門就會出現(xiàn)內(nèi)在的不穩(wěn)定。
在我國我認(rèn)為，出臺“十大產(chǎn)業(yè)振興規(guī)劃”是自我國80年代末以來撤消了冶金部、機械部等政府產(chǎn)業(yè)部門之后，第一次把產(chǎn)業(yè)發(fā)展規(guī)劃重新放到國家經(jīng)濟發(fā)展戰(zhàn)略的重要位置，這將對我國這十大產(chǎn)業(yè)的發(fā)展前景產(chǎn)生重大的積極影響。但不可回避的是，從已經(jīng)出臺的振興規(guī)劃草案來看，還有兩處硬傷：
