③ 摘要
　國有經(jīng)濟(jì)占控制地位的關(guān)系國民經(jīng)濟(jì)命脈和國家安全的行業(yè)以及依法實(shí)行專營專賣的行業(yè)，國家對其經(jīng)營者的合法經(jīng)營活動(dòng)予以保護(hù)，并對經(jīng)營者的經(jīng)營行為及其商品和服務(wù)的價(jià)格依法實(shí)施監(jiān)管和調(diào)控，維護(hù)消費(fèi)者利益，促進(jìn)技術(shù)進(jìn)步。

With respect to the industries controlled by the State-owned economy and concerning the lifeline of national economy and national security or the industries lawfully enjoying exclusive production and sales, the State shall protect these lawful business operations conducted by the business operators therein, and shall supervise and control these business operations and the prices of these commodities and services provided by these business operators, so as to protect the consumer interests and facilitate technological advancements.
