摘 要
近些年來，突發(fā)性環(huán)境污染事故時(shí)有發(fā)生，數(shù)量不斷增加，嚴(yán)重?fù)p害了人民生命財(cái)產(chǎn)安全，生態(tài)環(huán)境遭到破壞。據(jù)國(guó)家環(huán)境保護(hù)總局統(tǒng)計(jì)可知，我國(guó)已經(jīng)步入突發(fā)性環(huán)境污染事故的高發(fā)期，那么，提前進(jìn)行事故預(yù)防，建立預(yù)警系統(tǒng)是減少突發(fā)事故的有效方法之一。
本篇論文首先交代了突發(fā)性環(huán)境污染事故的定義和分類，并通過突發(fā)性環(huán)境污染事故實(shí)例和我國(guó)2002--2005突發(fā)性環(huán)境污染事故統(tǒng)計(jì)數(shù)據(jù)突顯了我國(guó)突發(fā)性環(huán)境污染事故的嚴(yán)重性；在此基礎(chǔ)上，介紹了化工園區(qū)的特點(diǎn)、事故頻發(fā)原因以及環(huán)境風(fēng)險(xiǎn)，并以鎮(zhèn)江新區(qū)為例，對(duì)鎮(zhèn)江新區(qū)的整體概況從地理位置、區(qū)位交通、載體平臺(tái)、經(jīng)濟(jì)發(fā)展等方面進(jìn)行了描述，同時(shí)對(duì)鎮(zhèn)江新區(qū)兩個(gè)典型突發(fā)事故案例進(jìn)行了簡(jiǎn)單的分析；緊接著，該預(yù)警系統(tǒng)基于鎮(zhèn)江新區(qū)的實(shí)際情況，從設(shè)計(jì)原則、主要污染因子、總體架構(gòu)和布點(diǎn)設(shè)計(jì)方案四個(gè)方面論述了突發(fā)性環(huán)境污染事故預(yù)警系統(tǒng)的建設(shè)規(guī)劃，總體架構(gòu)和布點(diǎn)設(shè)計(jì)方案配以圖像，一目了然，同時(shí)對(duì)該預(yù)警系統(tǒng)的功能效用、預(yù)警對(duì)象以及核心設(shè)備進(jìn)行了簡(jiǎn)單的介紹。

ABSTRACT
In recent years，sudden environmental pollution accidents occur frequently，and ever increasing Numbers，which seriously damage people's life and property security and destroy the ecological environment。 According to the State Environmental Protection Administration statistics shows that China has entered the high incidence of sudden environmental pollution accidents，So，in advance of accident prevention，the establishment of early warning systems is an effective way to reduce unexpected accidents.
This paper first account of the definition and classification of sudden environmental pollution accidents，and through the sudden environmental pollution accident case and China 2002--2005 sudden environmental pollution accident statistical data highlights the severity of China's environmental pollution accidents。On this basis，this paper introduces the features of chemical industrial park、the reasons for frequent accidents and environmental risks，Taking Zhenjiang new district as an example, the whole situation of Zhenjiang new district are described from the aspects of geographical location, traffic location, carrier platform, economic development，at the same time, Zhenjiang new district two typical accident cases were analyzed; Then, the early warning system based on the actual situation in Zhenjiang new district, the pollution accident warning system of sudden environmental construction planning is discussed from the principle of design, the main pollution factors, the overall architecture and design scheme of four aspects, The overall architecture and design scheme with the picture, stick out a mile, Meanwhile，the early warning system simply introduces its functional utility，warning objects and core equipment。
